Vacancy on Kinney County Groundwater Board After Director Gaines Resigns

A vacancy now exists on the Kinney County Groundwater Conservation District Board of Directors following the resignation of Director Charlie Gaines, who represented Precinct 2.
Gaines announced his resignation at the end of the board’s August meeting, citing schedule conflicts after the board voted to move its regular meetings from Wednesday evenings to the fourth Tuesday of the month at 6pm—a change he had asked to postpone until year-end. Gaines said the new schedule made it impossible for him to attend meetings and effectively represent his precinct.
The shift in meeting times came after extended debate among directors and consideration of changes spanning multiple meetings. Gaines and Director David Palmer had both opposed proposed changes. Board President Wes Robinson argued that the change was intended to align with the district attorney’s availability.
Following Gaines’ resignation, the district announced that applications are now open to fill the Precinct 2 vacancy. Applicants must be registered voters residing in the rural area of Precinct 2 (outside Brackettville city limits). Once applications are received, they will be forwarded to the Kinney County Commissioners Court, which will appoint a qualified individual to complete the term ending November 2026.
The deadline to apply is Monday, October 20, 2025, no later than 4:00 p.m.
