Kinney County Appraisal District Board Addresses Funding Claims

The Kinney County Appraisal District (KCAD) Board of Directors met Tuesday evening before a packed audience, following controversy over remarks made at the July 24 Brackett ISD School Board meeting.   During that BISD meeting, trustee and KCAD board appointee Director Guzman claimed the appraisal district used excess tax dollars to fund a road project and salaries. Guzman told school board members that BISD’s attorney confirmed KCAD was operating within the law, but argued trustees should have been informed about how taxpayer funds were used.    

Several citizens questioned Guzman’s statement during KCAD’s public comment period, asking for clarification about his claim that leftover tax revenue was used to pave a street and hire a full-time employee.
 Chief Appraiser Todd Tate responded that all taxpayer funds collected by KCAD are distributed directly to taxing entities and not retained by the district for such projects. Later in the meeting, the KCAD Board of Directors voted to send the attached letter to BISD.
